'Does the end justifies the means'

is there any truth to this statement or is it just an excuse to cover-up measures taken to reach that 'end'?

I know there are many factors to be taken, such as varying conditions that may effect the answer.

To be honest, it does as long as I'm not part of the means.

I like your question and its also a hard one to answer because not everything is in black and white. But usually I think it does.
